National Inventory Report (NIR)

Part of the report made to the UNFCCC by all Parties included in Annex I to the Convention, being an annual greenhouse gas (GHG) inventory – i.e. an estimate of all emissions and removals of GHGs from sources and sinks in a given year. The report follows the Common Reporting Format (CRF).

An NIR consists of:

  1. Background information on GHG inventories, the institutional arrangements for the preparation of the inventory and a presentation of national emission and removal related trends
  2. Detailed information on the methodologies used in the estimations (including references and sources of information), the data sources, emission estimates and trends for each one of the six sources and sink categories: (1) energy, (2) industrial processes and product use, (3) agriculture, (4) land-use, land-use change and forestry (LULUCF), (5) waste and (6) other.
  3. All supporting information, including recalculations and changes compared with the previous inventory. All the material of a national GHG inventory including its NIR and CRF tables are available at the UNFCCC’s depository.
