Mandatory CO2 standards in the European Union for new passenger cars and vans with the goal of reducing CO2 emissions from those vehicles. These standards were first implemented in 2009, after the auto industry made a voluntary commitment to substantially reduce emissions — an effort the EU did not regard as adequate. Under the current standards, a manufacturer that has exceeded its CO2 emissions limit may form a group with another manufacturer if it results in their jointly meeting the target.
